I do this on one of my apps to print a watermark copyright notice on every report.

I created the BMP graphic and put it in the header of each report. Then I hacked the FRX and changed the position and size of the BMP so that each one was exactly the right size and positioned exactly the same. The only thing I had to remember was that if the report was landscape, it had to be sized differently. I also seem to remember having to do some more fudging on one report that had multiple columns, but off hand I can't remember what it was.
