Deletion is staged by Outlook, in much the same fashion as deleting a record in VFP is staged - it's marked 'deleted' (moved into the deleted items folder) until the deleted items folder is emptied - at which point the deletions are physically removed. Move is not identical - it changes where the message resides, rather than making a new copy of it, without making an extra copy.
