The Web Browser control requires at a minimum HTMED.DLL, all of its supporting cast, and a full install of IE4 or 5. It's not just the .DLL; SHDOCVW.DLL is the wrapper for InternetExplorer.Application used by Shell.Application's Folder objects; not the same thing, and it still requires the support of a number of other files.
