The only thing left I can think of is that the VSS data is corrupted somehow. The only thing I can suggest is taking the project out of VSS and then putting it back as a new project as follows:

1. Get Latest Version of all files in the project.
2. Choose Project / Source Control / Detach Project from Source Control from the menu.
3. Have someone with Destroy rights (not just Delete rights) to remove the project from VSS.
4. Choose Project / Add Project to Source Control from the menu.
