IE is not able to restart a download, unless that download was via the FTP protocol. There is no support in the HTTP protocol for restarting a download, which is why FTP is a far superior and quicker technology for downloading files. BulletProof is an example of an ftp client that can resume downloads, IE may be able to but the url would read ftp://some site here. I haven't checked the wininet functions well enough to see if there is a restart ftp method, if there is then IE can probably restart a ftp download !
