The "print when" are only for the output to the report. There's no link between "print when" conditions and calculated fields/variables.

Calculated fields and calculated variables are evaluated (calculated) at each record. You can see it like you would have all those calculations in the procedure that is taking care of the detail band.

The solution is to define variables with IIFs. After that you print those variables instead of fields. Of course, you must SUM variables, not fields.
