The Internet Transfer Control allows you to perform file transfers using the http or ftp protocols; the InterNetExplorer objects implement a full browser capabily rather than just performing file transfers. The Internet Transfer Control does not require that you install IE on each target system, using the IE object directly by instantiating the InternetExplorer.Application or indirect via the Shell.Application Folder object or the WebBrowser control requires you to have IE installed on every system using the software. Essentially if you need any browser behaviors other than simple file transfers the ITC isn't the right choice.
