You might check with some local hackers in the area. I spent 2.5 years in Thailand working with ISPs and I can tell you the system there is much different than here. There are political considerations in most cases. For example, the communications ministry may only issue license to thier friends and bribes may come into play. Nigeria, I would say that's a given. Also, be careful you don't step on anyones toes unwittingly and wind up losing your hiney in the process. I would not recommend trying to do any business in a lawless country without spending some time there learning the ins and outs.
