The IP services in Asia are barely able to do business on thier own although it is getting better as time goes on. My favorite thing was having to call the IP in my area and remind them to reboot their servers after a power glitch. They had UPS backup but never bothered to configure a shutdown.
The thing is, it's not a question of whether you can operate within the rules but whether you can operate at all. In Thailand, you cannot own a business unless 51% is owned by a Thai national and certain business activities are restricted to Thai only, particularly anything under the CAT.
