Yes, this is a known issue. You can work around it by doing a push/pop on the menu (with the report in between), or by calling the menu program again after the report.

If the user clicks the Print Preview Toolbar's exit button, there is no problem, but if the user clicks on the Report Designer's Close button (X) and the user then wishes to exit the app - the app menu appears to be frozen.
