Design the report using the Generic/Text Only printer driver, use a monospaced font that is native to the Generic/Text Only driver (hint - no Windows fonts - period), do not include any formatting in the print stream, and have the user define his printer as Generic/Text Only on his system.

Any other approach will result in either hardware dependent output, or will use the Windows GDI for output, with the net result that it'll only work on specific printers or will generate graphical output.
