No way! xWorks runs CGI which is as slow as it gets on the Windows Platform. I haven't done any performance tests, but I know that CGI is a dog because Web Connection works both iwth ISAPI and CGI and running the same requests is considerably slower with CGI under load.
Web Connection's COM objects are pooled and very efficient. A single COM method call occurs per request and the overhead of this is minimal in comparison to say reading some data from a table.
Out of the box Web Connection is not tuned optimially for performance - it logs requests, shows a status form with hit information, which adds to request overhead, but all of these things can be turned off to improve performance considerably.
