Gary,
I was just struggling with this myself this morning. The key is, you have to checkout metadbc & metadatenv from VSS if you want to do anything regarding changes to the data environment. Otherwise, you get the all too familiar, "cannot create cursor" error message.
VSS write protects these files if they are not checked out. Hope this helps.
