I had this too, I recall saying..."You mean I have to do an install on MY OWN MACHINE to run EXE I created?" (s). At that point, I created a dummy onetime installation that only installs the few basic DLLs needed-- I still use this to set other users up for certain EXEs where not much else is needed...
There may have been some other problem (I didn't have disk space to install everything then), but that solved it anyway...
