The icon problem is different, but much more solvable. To be brief, an .ICO file holds several kinds of icons, used by different applications. The two main versions of icons in an .ICO. file are 32x32 and 16x16. You usually have the 32x32 already available, so you need to add the 16x16 equivalent (used by Explorer and the Start Bar).

Open the .ICO in the icon editor, and select the 32x32 image. COPY the image to the Clipboard. Open the 16x16 image and paste. Save the whole thing. This should get the results you want - incidentally, this is how I created the icon I used in dupcheck.exe.

Note that .ICO files can be included in a project, and thus do not need to be distributed.
