I am testing VSS, nobody use it at the same time - I am a only user.
I have same problem while create and add class lib.

The process I did :
1) press [new] in Vfp
2) create a new class lib and new classes in Vfp
3) save the class lib
4) Vss prompt me to create the same lib inside Vss's project
5) Vss create class lib
6) Vss show message "CLASS LIB already open"
7) press [cancel] in Vss
8) class lib created in Vfp successfully
9) no class lib inside Vss project
I got same error while I was adding class lib or class into Vfp project.
