For the speed issue, check the CONTROL PANEL->SYSTEM->PERFORMANCE tab. It should say "Your system is optimized for maximum performance". If is says that a drive is using 'DOS Compatibility Mode', then you either 1) have a very old hard drive, 2) have an improper controller setting or 3) need an updated driver (this is normally the case for a hard-drive (> 235 MB (?), for example I had this problem, until I installed "Disk Manager" by Ontrack). DOS Compatibility mode will greatly affect performance.

For memory problems, VFP 3.0x gave me and a lot of other people many memory exceptions/lockups. VFP 5.0a has fixed most of those. Try to run system with no CONFIG.SYS or AUTOEXEC.BAT if you can to test (Rename the files to CONFIG.XXX and AUTOEXEC.XXX for example....DO NOT DELETE them). When Windows starts up press CTRL+ALT+DELE (ONE TIME ONLY) to bring up a window showing currently open files. You should have only "Explorer" showing, unless you have anti-virus or other TSRs. If so try disabling then from loading to see if they are causing the problems.
