The problem is that if the system don't do anything, those messages will be processed for days without nothing. An automatic decision has to be taken at a certain point and the bounced email seems to be the good way. Some members are on the list for months and we never got a bounced email even if they didn't read their emails for a week. ISPs don't apply a limit of the number of emails in a mailbox. So, even if there is 1000 messages waiting, it will still work. :)
IAC, like I mentioned earlier, most of the CIS members are a real Internet account with an ISP and they might use this one instead for email.
