I played soccer for 25 years in Ottawa and my guess is that are a LOT more people that play soccer than hockey. Ottawa had (has?) a 9-tiered, 16 teams per tier city wide competive soccer league for adults and nothing for hockey.

I agree that soccer is not yet popular on tv but that will hopefully change...
