No, your elective is just one exam, chosen from those two, or from any of the other five listed, including 70-155 VFP Distributed.

For example, I have 70-155, which will count as the elective. I have 70-029 as my MCSD elective, which counts as one of the MCDBA requirements. I need only 70-028 and the 70-216 (since I didn't already have the 3 NT4 exams).
