I also experienced this problem, but in Win 3.x not NT. What I had to do is move the ODBC files to a temporary directory as a backup in case re-install fails. These files were in the C:\WINDOWS\SYSTEM directory with the file skeleton of ODBC*.* Then I did a re-install of the ODBC drivers. This resolved the problem. The M$ explanation I got was during ODBC install, some ODBC files are NOT overwritten if they already exist in the SYSTEM sub-directory.
