>I am having a difficult time trying to set a relation of a regular key of one table to a candidate key of another table. I have tried the set relation command and also making the regular key a foreign key to the primary key. Any suggestions?

Did you try something like:

USE RegTable ORDER Whatever
USE CandTable IN 0 ORDER CandIndex
SET RELATION TO RegTable key expn into CandIndex of CandTable INTO CandTable
