The View menu isn't available in a runtime environment. Whether or not the toolbar is displayed is determined by a setting in the resource file. If the user closes the toolbar, and this is saved to the resource file, there is no way to reopen it. The solution is to provide a read-only resource file that has the toolbar displayed.
