Depends. If you don't ship it and SET RESOURCE is ON in your app, Fox will create one at startup. If you do ship one, put it in the startup dir. If you are using it to set something up like docking the reports toolbar, rename it ie. someothername.dbf and SET RESOURCE TO someothername.dbf whenever you need the settings to be in effect, then set it back to the default with SET RESOURCE TO with no file specified.
