I have created a DLL that I want to run on my WIN NT Server from ASP

I can Register it and run it on my Win 98 Pc like this
C:\WINDOWS\SYSTEM\Regsvr32.exe C:\WINDOWS\SYSTEM\webfox.dll


ON WIN NT

C:\WINNT\SYSTEM32\REGSVR32.EXE C:\WINNT\SYSTEM32\WEBFOX.DLL

I get DllRegisterServer Failed

Any Ideas
