The reason I told you to read the registry may or may not apply to your situation.
Favorites are scoped to the current user. There are separate folders for each user that logs into your system. With NT, this situation always exists. With Win9X, I believe you have set some setting to tell the OS to create profiles for each user. The default is to lump everything in 1 place (WINDOWS\FAVORITES).
