The resource file stores user preferences for things like whether specific reports open maximized or not, and any toolbars open. Most of what's in the resource file is used during development, and isn't need by your users. If your users don't need to store their own preferences (mostly for reports), then you can make FoxUser.dbf and .FPT read-only. This really simplifies things because then everyone can use the same resource file. If the file isn't read only, then you must have a separate resource file for each user.

If you have settings you want to make sure your users have (like if that report controls toolbar is displayed), then you need to ship a resource file with your app. Putting it in the main directory with the app is fine.
