I am now having this exact problem on NT4 and W2000, VFP6 SP3. The post exe runs, but it hangs when it tries to return. it is a VFP exe, and the VFP screen is still up. ending the VFP processes returns to setup, which then finishes fine. Does SP3 include the updated setup wizard?
