They aren't deciding _who_ can receive mail, just _how_much_ can be
received. This may be a reasonable decision for them, depending on the
resources that they have available. I, personally, see this amount of
mail as ridiculous, but I don't think it's a 'human rights' issue.
The general features that CIS offers haven't changed much since I became
a subscriber, so the service may be showing signs of stagnation. I
swear by (and frequently 'at') the internet, and have a CIS account for
sending files to those who haven't become accustomed to the 'net yet.
