I just reread your original post. It's not unusually for stored procedure to run very slower the first time their executed, especially after the SQL Server is restarted. Since query plans are not permanently cached, they're lost when SQL Server is restarted. So the first time they execute after a restart, SQL Server has to go through the entire process: resolution, optimization, compilation, and execute. Also, the data cache will be probably be empty as no queries have been executed to cause data pages to be placed in the cache.
