Kind of difficult to invoke MAPI without a MAPI client installed, and with an email account to direct outbound mail to an SMTP server, it wouldn't know how to route the mail.

If you just want to send email, and want to use a non-MAPI mail client, you have alternatives - IDSMail is a commercial package with strong support for non-MAPI clients, and Rick Strahl's wwwIPStuff will send mail via SMTP without relying on MAPI - you still need to have an account.
