I ran into this issue alot overseas and the discussion has come up on UT many times. My position has always been to resist developing outside the windows standard to accomodate users who would benefit more by improving their computer skills. Windows already has options to adjust the look of the environment for special cases. Very often the argument from managers is 'we have high turnover'. Well, that's just passing the buck. IMHO
