......I mean that if there is a duplicate, priority should be placed on the record where nfiles is notnull and >0. These records are more important.

What do you mean by priority?
What do you mean by more important? Are these records the only ones you need?
All I really need to know is does this make any difference in wheather a record is inculded in the results.
