I think I gave a partially bad reply. Are all of these components running on the server only? Even if you are, I still believe you need to install the Oracle Client files on the server as well. Your components are acting like clients in the server and therefore, I think, still need the client-side software to communicate with the server-side listener. [Even though the client computer is the same as the server computer]
