You should drop some more memory into the computer. SQL Server 7.0 will dynamically allocate memory for locks as their needed - up to a point (which I think is 40% of available memory).

You could try manually adjusting the lock allocation using sp_configure but you're probably going to have to drop more memory into the computer.
