I would expect the PRINT PROMPT to show the correct number of copies, and the COPIES= in EXPR is consistent with what the prompt is showing. If clearing the fields doesn't work, the only other thing I can think of is to check that you're not somehow calling REPORT FORM in a loop. (But if you've got the PRINTER PROMPT on the same line as REPORT FORM, the users would be seeing the prompt each time.)
