In order to power down, the system BIOS must support ACPI/APM, and it must be enabled in the BIOS setup (the mechanism to access the BIOS settings and the screen where this is controlled varies from system to system.) This requires that the system have a soft power switch as well. The Win98 OS can't do anything regarding soft powerdown unless the system has ACPI support and it's been enabled.
