Well, they have to be written and implemented in some language environment -- and I'm sure there's more than enough VB-specific info there to implement COM. But, point taken for their focus.

I am currently working with (OK, badgering) some people over there to get a VFP7 COM session into the January VSLive, arguing that you can't seriously talk about the VS IDE and heterogenous component development without including VFP (now that it will be integrated into the IDE).
