>AFAIC, project should be developed for the worst-case resolution. Yes, there are good 'resizer' tools, but they will work nice for the case of better-than-initial resolution. Moving in opposite direction, you can easily lose interface quality (too small captions, unreadable grid rows, etc.).
I always develop on 640x480 (even when my development machine or preferred reso is higher). This way, it will fit on most all screens, regardless of resolution. If you have too much info to put on 640x480, use pageframe to subdivide screen real estate or at worst case, formset.
