If the Print Preview toolbar is not open then right click on any toolbar and choose the Print Preview toolbar. Then right click on any toolbar and choose customize. Then drag to print button off of the print preview toolbar onto the customize screen. This will remove the button from that toolbar. Then install the foxuser.dbf file - that is your current resource file - with your application and when that toolbar pops up on the users machine the foxuser.dbf file will indicate to the application to not show the print button.

I would start with a clean foxuser.dbf just so you don't install the other UI setting in there.
