One more thing. You didn't mention that you created a 16X16 icon as well. Maybe the setup wizard is taking care of this for you and WSH is not, I don't know. But in my experience the icon file has to contain two icons.

I used "AX-Icons 4.5" to create my icons it's available as shareware from www.download.com. It's really easy to create an icon file with two icons it with this program. You can just cut and paste your 32X32 icon into a 16X16 icon in the same file and save it.
