If users must log-in to use the application, you can tell which country they are from. So, if a local user prints a report, it can be output on the local printer. If a user from another country runs the report, then you need some way to transmit the report.

Here are a couple of my thoughts:
1) Print the report to a file, then use MAPI to eMail the report to the correct destination.
2) If your sites are all connected in a WAN, just send the report to a printer that is appropriate to the logged-in user.
