I ran into this same error today with wwIpStuff calls, It only happens on one system, I tested on about 10 systems running various OS, NT4, Win 98, 98 SE and it is only one cpu. I tracked it down to win32api calls from ipstuff, I thought about wininet.dll too and probably will replace it and test some more to see if it helps.
