What comes to mind is that perhaps the users are all trying to lock some file and are in the "deadly embrace" where A is waiting for a lock on the record B is on and B is waiting for a lock on the record A is on.

Chapter 17 in the Programmer's guide tells about what happens when two users attempt to append a blank at the same time. Maybe you'll find your hint somewhere in that chapter.
