I wouldn't do that unless there was a specific need to make the settings transportable across machines. Windows gives a mechanism for storing system settings that is extremely fast, and we don't have to worry about pathing, the user renaming, moving, modifying or deleting the file, or the necessary components to handle the parsing (msxml).
