If you're using a pre-printed form, you can scan in the form, and use an image of that on your report. In the Print When of the image, put NOT WEXIST('Printing...'). You can then use the image to help you line up the fields. The tricky part is sizing the image correctly.

You could also re-create all the pre-printed items using lines and text, and put the code I mentioned above in the Print When for each of those objects.
