Download the Zero Administration Kit (ZAK) from Microsoft; this will give you considerable control over what features of Windows are reachable by a given userid in an NT or Win2K domain environment (or standalone NT/2K environment; standalone WIn9x has no real security and no mechanism to prevent bypassing any restrictions by going through Safe Mode.) It's a free download, but requires considerable investment in time swetting up the initial profiles so that features are enabled/disabled through system policies for users and groups. As long as Admin privileges are carefully restricted, you can restrict access to a wide range of desktop features, registry segments, file system elements (including preventing access to files on a file-by-file basis if needed with an NTFS partition) and unlike Win9x, you can't bypass the login procedure easily.
