CREATE FORM test

Then Tools ->Component Gallery ->Foundation Classes ->Internet, and drag and drop the Hyperlink Label, Button, or Image class onto the form. A builder will open, where you fill in the Caption, target URL, and check the box for Open New Browser Window.

I had problems with the builder keeping my settings for Target URL, so you might have to set that in the property sheet, but it's about that simple.
