The way that I've kludged around this in the past is to create a cursor that contains fields from both of the tables. This way, you can programmatically add records from the resultant SQL queries in any fashion that you see fit. Then I use the newly build cursor in the report, normally with print when clauses on the cursor's fields to make them dance appropriately.
