No big deal, there is a hole bunch of redirection services which will readdress the requests to your current IP address.
Or, do it yourself.
Set your home page on any free service i.e. Geocities, etc.
Create a page, for example "index.html", containing the link (may be an image, saying "ENTER"). When the visitor clicks on this image - it will take him to your page at your home PC.
Here is how:
Every time you connect to the Internet, run the small IP Updater program which will get your current dynamic IP address of your computer. It will then replace the old IP in the local index.html file (or other file you specify) with the new one. Then it will upload the file to, say, Geocities (whatever) using FTP. This all can be automated.
Now your home page on Geocities is serving as the static IP for your home computer, provided that you are running HTTP server on it.
